i vote CIBAC last election of course i will vote it again and campaign...im rommel of kkb victoria i campaign CIBAC sa mga relatives ko,sa friendster,sa mga kapit-bahay lahat ng possible means lets do it again and sure landslide victory 4 r Partylist. kahit kulang tayo sa mga posters and campaign materials. :grin

"PERCEIVED TO BE CORRUPT"

President Arroyo revived early this week the Committee of Peers composed of three cabinet officials tasked to look into graft charges against fellow cabinet members.

We seriously hope that this is not the kind of thinking that our policy makers have in its effort to reverse the "perception" that businessmen have of the Philippines as the most corrupt country in Asia.

Because it wants to believe that corruption is just a perception by others, and therefore not based on empirical evidence, the government wants to project that it is doing something to address the problem, starting for example among cabinet members.

At the very least, the Committee of Peers is unnecessary; it duplicates the job of the Ombudsman and even the Presidential Anti-Graft Commission. If the Ombudsman would not have the courage and ascendancy to investigate a cabinet secretary, this government loses the moral ground to prosecute anyone.

We do not argue the point that the Philippines’ bottom dweller ranking on the PERC survey was based on perception. But it does not negate the fact that corruption is unmitigated.

It’s not that our officials and policymakers lack ideas on solving corruption, a problem that has dogged Philippine governance in every dispensation. No one wants to rock the boat. And certainly no one wants to get the heat.

If Malacañang wants to win the battle of perception, it should give media a cause celebre; after all, it’s media’s fault that the Philippines is perceived to be worst in corruption.

We can start with Joc Joc Bolante. Let him come home and face the accusations. Get the DFA to ask for his deportation and drop the government’s specious line that it is respecting the privacy of Bolante.

If that’s too much to ask for, let’s see the government getting to the bottom of things in the anti-dummy, graft and other damage suits filed against and by officials of Piatco, builder of the still-to-be-opened Terminal 3.

This is of course, assuming that this government means what it is saying about curbing corruption. We have to remember that the PERC survey came in the middle of the election period and it’s important for the administration to ensure that its power base is not diminished.
If it were not the election period, corruption would not be so big a problem for this administration.

:) alam nyo ho ako ay isang iskolar ng cibac party list..malaki po ang pasasalamat ko sa party list ng cibac dahil muli aking nakapa-aral sa mindanao polytechnic state college..galing pa ako ng maynila at dito pa ako nakuha ng skolar sa mindanao...suportahan po natin tong party list dahil madami po silang natutulungan kagaya namin na walng kakayanan suportahan na makapag aral sa koloheyo...at ito lang pong party list na lumalaban sa katiwalian laban sa gobyerno at nag kurap sa ating bayan...god bless you CIBAC we will help you in prayer and in sharing this good party list to others...ipag lalaban ka ng diyos!!!! :roll :grin :) 8) :) :) :grin
