Graft and corruption has, for decades, been a formidable enemy.

At one point or another, anyone who has ever sought public office has vowed to do something about eradicating, or at least curbing, dishonesty in government service.

Yet it persists at every level of the bureaucracy.

This is not to say there have been no efforts to counter the malady. Lifestyle checks are conducted on officials of graft-prone agencies, and an entire body —the Presidential Anti-Graft Commission—has been established to institutionalize the fight.

Only recently, charges were filed before the Ombudsman against Customs officials for owning real estate and luxury vehicles and going on frequent out-of-the-country trips that could not have been reasonably obtained through their otherwise meager pay as government employees.

Recently, too, an official of the anti-graft body was sacked for making false entries in her daily time record.

These are good developments but nearly immaterial compared to the enemy’s enormity. Of course, the snail pace of the courts and the possibility of intervention provide relief to those charged.

The fight is not anymore a political issue, so those on the campaign trail must stop mouthing it as though it were an item in a checklist that can be ticked off once accomplished.

Corruption is a social concern requiring heightened and sustained measures, not sporadic and random implementation.
