I am disappointed with the SC for the decision of the Supreme Court affirming its earlier decision placing the conversation between former NEDA Secretary Neri and Mrs. Arroyo under the protective mantle of executive privilege and exempting Neri from answering further queries from the Senate. For a Supreme Court that has been at the forefront of human rights protection and legal innovations, the decision is truly surprising, the public interest involved was proven to have far outweighed the privilege. It is hard to accept that the nine (9) members of the SC who affirmed the decision failed to see it. The decision sends the message that transparency and accountability can be easily swept aside. With that SC decision, I’m afraid Mrs. Arroyo may even appoint Jocjoc Bolante to a Cabinet post even before he gets deported back here. Goodbye transparency and accountability!

This is her 8th SONA and she seems to be just showing care and concern for the poor, although she needs more convincing power for the poor to believe that she can still do anything from this, her second to the last, SONA. At the end of the day, people would wake up tomorrow morning knowing what we heard today is the usual fairytale story we hear every year.

Dahil usap-usapan na naman po ang E-VAT, narito ang isa sa mga naisulat kong opinyon tungkol sa dagdag na buwis na ito na nailathala sa isang peryodiko noong Enero 2006.
"EVAT, ASO, AT LEYON"
Ang "Ang Aso at ang Leyon" ay isang pabula ng mga Maranaw. Sa pagsasaliksik ni Dr. Abdullah Madale, ipinakikilala ng pabulang ito ang Leyon na ipinagbubunying hari ng kagubatan. Gutom at puyat ang karakter nito. Nagsimula ang kwento ng minsang naglalakad ang Leyon sa maputik na daan nang matanaw ang isang namumutlang Aso na kung may pagkakataon lang sanang makatakbo sa isang ligtas na lugar ay ginawa na niya. Nanginginig ang Aso nang umungol ang Leyon na siya’y nagugutom at ibig siyang maging pagkain.
Natapos ang pabula na dagling lumayo ang Leyon, naisip na hindi na siya kasintapang tulad noon. Umalis siyang sukbit ang buntot sa katawan. Patuloy namang umalingawngaw ang tawa ng Aso.
Sa pagpapatupad ng Expanded Value Added Tax o EVAT, mistulang nag-uumpugang mga bato ang gobyerno, ang mga konsyumer, at ang sektor ng negosyo sa isa’t isa. Hindi maitatangging sa isyu ng EVAT, hindi natamo ang "synergy" ng iba’t ibang mga sektor ng lipunan. Naisip ko tuloy, sadya yata talagang napakahirap pag-isahin ang sambayanan kapag may kuwestiyon sa legitimacy ang pinuno ng bayan.

An upward foreign currency differential as well as non-revenue water are losses which Manila Water can opt not to pass on to consumers. Similar to MERALCO’s system losses, losses due to a fluctuating exchange rate can be declared as losses and deducted from the gross income of the company for tax payment purposes. Unfortunately, our public utilities have opted to take the easy, lazy and insensitive route of simply passing the burden to consumers instead of having to explain to the BIR why they incurred such losses.
CIBAC is currently drafting a measure to make sure that the unnecessary transfer of burden from pubic utilities companies to the public is totally eradicated.
Since CIBAC first earned a seat in Congress in 2001, it has waged a war against unnecessary exactions and overcharging by public utilities as part of it good corporate governance advocacy.

While claiming that the increase in water rates were brought about by the weakening of the peso, the representatives of Manila Water, in the same breathe proclaims that the money to be generated would be used to fund Manila Water's P187-billion service improvement plan over the next 15 years which "aims to provide 24-hour water supply to customers, mitigate the effects of natural calamities, and expand water and wastewater services in the east zone.” With the excess profit the Manila Water has made, they can proceed with their service improvement plan even without the current increase.
