House Speaker Prospero Nograles on Monday congratulated newly-installed Senate President Juan Ponce Enrile as he expressed hope that both Houses would have a better relationship.
A report from radio dzBB quoted Nograles as saying that he welcomes Enrile’s leadership, but refused to give further comment, citing inter-parliamentary courtesy.
Meanwhile, Citizens Battle Against Corruption (Cibac) party-list Rep. Joel Villanueva said he is hoping that the development in the Senate was not politicially motivated.
Villanueva said one of the reasons that could have contributed to Villar's ouster was his strong opposition to Charter-change (Cha-cha).

Good morning.
Republic Act 9182 or the Special Purpose Vehicle Act of 2002 was packed with good intentions: it sought to save the banking sector from the financial fallout of lending decisions that went sour after the Asian Financial crisis and it also allowed banks to charge their losses against their taxes to lessen their burden.
The SPV law was passed with the end view of bringing in new money to revive bad loans, find new uses for foreclosed assets, rehabilitate failed businesses, and open wide the lending windows again.
This has been possible as the law set out the legal, regulatory and taxation framework for banks and other financial institutions to sell non-performing and acquired assets. It also helped institutions securitize their assets by granting tax incentives to asset management companies or special purpose vehicles.
In April 2006, the SPV law was amended after the Special Purpose Vehicle Amendatory Act or Republic Act 9343 was signed into law. The new law extended the deadline for the establishment and registration of special purpose vehicles and the availability of tax incentives up to January 27 2008.

TWO party-list representatives yesterday warned that global warming is raising sea levels around the world and some 43 million residents along the country’s coastlines face losing their homes to unparalleled flooding.
Citizens Battle Against Corruption Reps. Joel Villanueva and Cinchona Cruz-Gonzales filed House Resolution No. 840 urging the House committees on energy, ecology, natural resources and science and technology to conduct a joint inquiry into climate change and global warming.
Villanueva and Cruz-Gonzales described the scenario in the countryside as “ominous” and said proper solutions must be implemented to mitigate the impact of global warming.
Citing a report from the World Wide Fund for Nature (WWF) Philippines, they said that a rise in sea levels could make half of Navotas City permanently under water and wipe out low-lying islands of the archipelago.

Naniniwala si Villanueva na mababawasan kundi man tuluyang mabubura ang mga aksidente ng mga bus na ang dahilan ay pagmamadali ng mga drayber para kumita ng malaki.
“It is high time to consider giving bus drivers regular salary instead of commission basis to minimize if not totally avoided road accidents. This is also to caution them not to be on a hurry all the time," paliwanag ng kongresista.
Suportado ng ilang mambabatas sa Kamara de Representantes ang mungkahi na gawing fixed o regular ang sahod ng mga drayber ng bus sa halip na komisyon sa arawang kita na ipinatutupad ngayon ng mga operator ng pampasaherong sasakyan.
Sa magkakahiwalay na text message nitong Martes, nagkakaisa sina Reps Juan Edgardo Angara (Aurora), Florencio Noel (An Waray) at Joel Villanueva (Cibac), na makatutulong upang mabawasan ang aksidente sa kalsada na kinasasangkutan ng mga bus kung regular ang kita ng mga drayber.

A House bill seeking to establish a national policy on tourism and reorganize the agencies of the Department of Tourism (DOT) has been approved by two House committees, a statement on Monday said.
The House committees on tourism and ways and means have jointly approved House Bill 5229 or the proposed Tourism Act of 2008 (co-authored by Rep. Joel Villanueva), which proposes to make tourism "a primary engine of investment, employment, growth and national development."
The bill aims to strengthen the DOT by reorganizing its various attached agencies attached to improve efficiency and effective coordination of government functions.
