My colleagues from the Minority had raised several issues and that is why I will be very brief, distinguished colleague, Madam Speaker, and I was about to say, I will not take long because I will take very long. But, Madam Speaker, distinguished colleague, let me just point out again what was mentioned a while ago. Talking about the COA budget, Madam Speaker, distinguished colleague, I have here with me a matrix of the budget of the Commission on Audit from 2002 to 2009. Madam Speaker, distinguished colleague, in 2002, our national proposed budget then was P742.02B and the proposed budget for COA was P3.98B, which is 0.54% of the national budget. Mag-fast forward po tayo, Madam Speaker, distinguished colleague. Pag finast-forward po natin ngayong 2009, the national government proposed budget is P1.5T while the proposed budget of COA is P3.75B. Is that correct, distinguished Sponsor?

The Arroyo government stands to lose future US government assistance due to its worsening corruption record, Senator Mar Roxas warned Saturday.
According to a report recently released by the Washington-based think-tank, Center for Global Development, the Philippines, for the first time in three years, failed this year the "control of corruption" indicator set by the US-funded Millennium Challenge Corp.
The Center for Global Development (CGD) monitors and analyzes the Millennium Challenge Account (MCA). "The Philippines fails the control of corruption indicator after passing it in each year since the inception of the MCC," the September 26 CGD report said.

Citing the widespread use of the substance on street children, two lawmakers have filed a bill seeking to regulate rugby and other toluene-based products.
House Bill 4955 seeks to make sure rugby and other toluene-based products, are not used beyond household lubricants, adhesives, solvents and spray paints.
"Children who are addicted to rugby could be seen roaming around in many parts of Metro Manila while sniffing the deadly chemical," Cibac Party-list Rep. Emmanuel Joel Villanueva said in an article on the House of Representatives website (www.congress.gov.ph).

Citizens' Battle Against Corruption (Cibac) partylist Rep. Emmanuel Joel Villanueva said on behalf of the minority bloc that they will raise CIDG’s search for Batasan blast witness Ikram Indama in Anak Mindanao partylist Rep. Mujiv Hataman's house in Quezon City in the budget hearing of the Philippine National Police.
A House panel is set to probe the Criminal Investigation and Detection Group's Monday noontime search for Batasan blast witness Ikram Indama in Anak Mindanao partylist Rep. Mujiv Hataman's house in Quezon City.
"I move that a congressional investigation be conducted on the guilty parties by the appropriate committees," said Tawi-Tawi Rep. Nur Jaafar after several lawmakers expressed their sympathy with Hataman, who delivered a privilege speech on the incident amid the plenary debates on the proposed 2009 budget.
The motion was seconded by Camarines Sur Rep. Luis Villafuerte.
The committee on public order and safety headed by Nueva Ecija Rep. Rodolfo Antonino will likely conduct the probe, said Hataman.
