1. Cases of extra-judicial killings under the Arroyo administration from January 20, 2001 to may 29, 2006 have reached to 603 victims.

 
  • 2. 259 were leaders and/or active members of progressive parties and Pos like Bayan Muna (96 victims), Anakpawis (21), Gabriela (5) and other militant organizations.
 
  • 3. Another 344 unarmed civilians were documented as having been killed by suspected military elements during the same period.
 
  • 4. A number of enforced disappearances have also been on the rise since 2001, with at least 149 victims documented by Karapatan.
 
  • 5. Since the 4th quarter of 2005 til May 2006, an average of one person is being killed every two days, a rate equal to the worst periods of the Marcos dictatorship.
 
  • 6. There are about 54 resolutions on political killings pending before the House of Representatives, most of them unacted upon by the appropriate committees.

“The Philippines remains an example to all of us in terms of the peaceful ending of martial law by the People's Revolution, and the adoption of a Constitution reflecting a powerful commitment to ensure respect for human rights. The various measures ordered by the President in response to Melo constitute important first steps, but there is a huge amount that remains to be done.”
