HOUSE BILL 4080 - An Act Providing Protection And Benefits To Whistleblowers Of Acts Constituting Graft And Corruption And Witnesses For The Prosecution Thereof, Providing Penalties For Violations Thereof, And For Other Purposes The bill seeks to strengthen the anti-corruption laws of the country by putting in place a system of rewards and incentives, as well as an assurance of protection for informants, witnesses and their immediate family of acts constituting graft and corruption. Particularly, the bill seeks to: (1) deter and detect graft and corruption in the public sector; (2) establish an early-warning mechanism to dissuade public officials and employees from committing conduct constituting graft and corruption; (3) provide for procedures in terms of which officials and employees in the public sector may disclose information regarding unlawful or irregular conduct by other officials and employees; (4) provide for the protection of employees who make a disclosure which is protected in terms of this Act; and (5) encourage and facilitate the making of disclosures and (6) encourage people to disclose information about corrupt acts subject of a protected disclosure suggest that the exposure of wrongdoing in government will deter corruption, and therefore, should be encouraged by instituting measures that will protect whistleblowers from reprisal and harassment.

SIGNIFICANCE: NATIONAL HOUSE BILL NO. 997 - An act implementing the right of access to information on matters of public concern guaranteed under Section Seven, Article III of the 1987 Constitution and for other purposes
DATE FILED ON 2007-07-10 The 1987 Philippine Constitution guarantees freedom of access to information. However, there is still widespread denial of access to information on matters of public interest and disclosure procedures are also often unclear, leaving access erratic. The Freedom of Information Act seeks to: (1) Put in place a uniform, simple, speedy and effective means of enforcing the right to information; (2) Provide a clear penalty for the unlawful denial of access to official information; and (3) Clarify further the scope of the guarantee by defining its coverage and prescribing reasonable limitations. The bill includes a provision for certain types of information that should be exempted from the law such as those involving matters of national security. Imprisonment of not less than six (6) months but not more than one (1) year, with the accessory penalty of suspension from office for the same duration shall be imposed against any official or employee of the government found guilty by final judgment of the proper court of denying access to information without a valid ground as provided in the bill or shall knowingly release false and/or misleading information.HOUSE BILL 998 - An act to deter the continued proliferation of immoral doctrines, obscene publications and exhibitions and indecent shows by increasing the penalties against amending for this purpose Act No. 3815 as amended and Republic Act no. 7610
DATE FILED ON 2007-07-10 The "Immorality, Pornography and Obscenity Deterrence Act of 2007", is filed to give greater protection to minors, increase the penalties for obscene, pornographic and immoral activities, and update our penal laws to adapt to the advanced technology now employed by those in the business of defiling the dignity of persons through lust and greed. It seeks to amend Article 201 of RA No. 3815 (Revised Penal Code) and Section 9 of Article V of RA No. 7610 (Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act) so that the penalty of both reclusion perpetua and a fine ranging from five hundred thousand to one million pesos shall be imposed. The bill also provides a maximum penalty against a public officer or employee, including the accessory penalty of perpetual absolute disqualification, who shall be found to have willingly assisted, in whatever form, whether for free or consideration, any person in committing any of the offenses mentioned in the measure. DATE FILED ON 2007-07-10 The Anti-Marital Infidelity Bill seeks not only to rectify the gender bias of our existing penal law, but espouses the preservation of the family and the reinforcement of our moral values. The bill abolishes the gender bias of existing provisions against sexual infidelity. The bill distinguishes public officers and employees from ordinary citizens in marital infidelity cases. Public officers and employees should be paragons of values, models of being law-abiding and God-fearing citizens. Yet, there are those who are not worthy of emulation. Those who instead of serving as role models for our countrymen lead the lines in desecrating the sanctity of their own marriages.
