

| CIBAC optimistic for “Freedom of Information Act of 2008” |

Citizens’ Battle Against Corruption (CIBAC) party list is overjoyed by the House of Representatives’ approval of House Bill 3732 or the “Freedom of Information Act of 2008” on second reading. CIBAC believes that this bill, when passed into law, will weed out red tape and corruption in the government. “Restricted access to information on government transactions creates an environment conducive to graft and corrupt practices. CIBAC is happy that HB 3732 is bound to stop this by equipping Filipinos with a law that promotes a free flow of information in the government,” said CIBAC Rep. Cinchona Cruz-Gonzales. HB 3732 is founded on Article II Section 28 and Article III Section 7 of the 1987 Constitution which both promote “full public disclosure of all government transactions involving public interest” and “access to official records, and to documents and papers pertaining to official acts, transactions, or decisions, as well as to government research data used a s basis for policy development… subject to such limitation s as may be provided by law.” “No law that gives life to these constitutional mandates exists today. We are now looking forward to the third reading of the bill and we are optimistic that our colleagues in the House would vote for the protection of the people’s right to information and the State’s responsibility to disclose it,” said Rep. Cruz-Gonzales. |
